What a real PDF translator should do
A PDF is not a plain text box. Columns, tables, captions, signatures, headers, and footers carry meaning. If a tool strips those into a blank page, you have not finished a translation job - you have started a layout rebuild.
A real PDF translator treats structure as part of the product. Headings should still look like headings. Tables should still read as tables. Page flow should stay close enough that a colleague can review the file without reformatting every frame by hand.
